What is an urban renewal plan and why is this important for Hull?
Hull's Redevelopment Authority is in the process of preparing a special type of master plan for the area that includes all of its properties, located along Nantasket Avenue. A thoughtful and approved urban renewal plan can bring substantial benefits to the town. So, the HRA is using this approach to help resolve the future for this important and prominent area of Hull.
A few facts help explain the what, why, and who of urban renewal planning that is underway.
The HRA is a distinct redevelopment authority that was created under a state law, M.G.L. Chapter 121B. This law establishes the tools the HRA can use and the rules it must follow to promote redevelopment of land that it owns. The law and regulations would allow the HRA to take various actions to advance its public purposes at separate times and on individual parcels of land.
An urban renewal plan is an improvement on the basic tool kit that the state allows a redevelopment authority to create. An urban renewal plan substitutes pursuing individual projects with a coordinated approach that must be established with extensive town input.

Provides detailed guidance and sets appropriate limitations within a designated area.
Provides more specific development and design directions than could be established through typical town tools, like zoning.
Establishes a coordinated approach to all of the uses to be retained or developed in advance of individual projects.
Defines standards for including public open space and other public benefits.
Coordinates future uses and infrastructure improvements.
Assigns responsibilities and identifies sources of funding.

Active public participation during its preparation and prior to its approval.
Review and approval by the Hull Planning Board to confirm that it is consistent with the Town's broader planning direction.
Review and approval by the Hull Select Board to be consistent with the Town's broader interests.
Review and approval by the state Department of Housing & Community Development, to be consistent with the laws and regulations that govern redevelopment authorities and urban renewal plans.
Because of the many benefits associated with urban renewal planning, the HRA has prepared a Draft Urban Renewal Plan and is incrementally refining the ideas, information, and approach within an overall community engagement process.
