At the HRA’s October 15, 2024 facilitated meeting with Doug Thompson, the HRA voted and unanimously approved a motion made by Bartley Kelly and seconded by Adrienne Paquin stating:

“The HRA DRAFT Urban Renewal Plan is currently in progress. We are working on a new Option #3, yet to be fleshed out. Please disregard any previous versions at this time.”

An Urban Renewal Plan provides stronger and more stringent definitions of what may be done on the HRA property. It reduces the opportunity for others to modify the plan once approved by the HRA and the Select Board.

An urban renewal plan:

·         Provides detailed guidance and sets appropriate limitations within a designated area.

·         Provides more specific development and design directions than could be established through typical town tools, like zoning.

·         Establishes a coordinated approach to all of the uses to be retained or developed in advance of individual projects.

·         Defines standards for including public open space and other public benefits.

·         Coordinates future uses and infrastructure improvements.

·         Assigns responsibilities and identifies sources of funding.

Upcoming meetings of the HRA in 2024 will have updates regarding the draft Urban Renewal Plan, and starting in January 2025, the HRA will dedicate a meeting per month specifically to working on the plan.

The previous version of the draft Urban Renewal Plan (dated October 2023) is still present on the website as an archival document only.
